Milan Center for Food Law and Policy

Documentation and research center focused on public nutrition standards, laws and policies.

The Milan Center for Food Law and Policy is an internationally recognized association with the aim of following up and acting on the themes of the World Exposition Milan 2015 “ Feeding the Planet, Energy for Life”. Its scope of action has embraced the Sustainable Development Goals (SDGs) set in 2015 by the United Nations to be achieved by 2030, with an active focus on the aspects of legal regulation, policies and rights. It develops research, training, advocacy and the release of information activities in Italy and abroad with particular attention to policies related to the issues of food law, food waste, water management, the circular economy, energy and climate change. The Milan Center for Food Law and Policy drives forward its institutional profile by combining academic excellence and fundamental research as part of its social mission.

History

An institutional commitment

The commitment to enhance an intangible legacy, within an international scope, of Expo Milan 2015 led to the setting up of the Milan Center for Food Law and Policy. The Milan Center, an internationally recognized association, was founded on the 17th of February 2014, on the initiative of Expo S.p.A, (until October 2015), Lombardy Region, the Municipality of Milan, The Chamber of Commerce, Milan and since 2016, the Metropolitan City of Milan. The Milan Center for Food Law and Policy, both before, during and after Expo 2015, has carried out important networking, debate and discussion activities with public and private as well as national and international figures on training and research, the economy and civil society. Following the approval of the UN Agenda 2030, the Milan Center for Food Law and Policy has extended its field of action to the 17 Sustainable Development Goals, (SDGs), participating in, amongst other activties, the work of the Conference of Parties (COP) in Paris (2015) and Marrakech (2016).

Vision

There is no food without food rights

The ambition of the Milan Center for Food Law and Policy is to become a reference point for research centers and an international platform apt to foster debate, technological progress and innovation on legal issues related to the sustainability of the planet: the climate, resources, the food supply chain. It aims to become a steering committee on the issues of legal regulation and policy, involving businesses, institutions and civil society. With a view to help make the right to food concrete and real as a fundamental human right and to ensure that the legacy of the Exposition of Milan 2015 fulfils these hopes and expectations. A perfect connecting step towards the next Exposition in Dubai, 2020.


Mission

Direction cabin in the field of regulation towards sustainability

The Milan Center for Food Law and Policy, by extending the legacy of Expo 2015 to the Objectives of the UN Agenda 2030, has maintained its focus of action on the aspects of legal and legal regulation. It develops research, training, dissemination, advocacy activities in Italy and abroad with particular attention to policies related to the issues: right to food, food waste, water management, circular economy, environment, energy. Its international reputation is confirmed by the network of renowned, active and committed partners who develop constant collaboration and strengthen the collective voice for sustainable development. The Milan Center for Food Law and Policy strives to provide research-based guidelines that can open the way to a change in policies regarding the defense of resources that includes exchange, access, fair and equitable sharing of benefits, mitigation of climate change and economic cooperation necessary to produce long-term results. Through projects, advocacy initiatives and open dialogue with other stakeholders, the Milan Center for Food Law and Policy inspires discussions and actions at all levels towards sustainable development.

Governance

The authorities of the Association are:

The Executive Board is responsible for managing the Association in accordance to the guidelines set down by the Shareholders’ Meeting. The Board takes every necessary action to implement the shareholders’ meetings decisions as well as to follow through the objectives set down by the Shareholders Meeting and exercises powers of administration.

Technical-Scientific Committee

The technical-scientific committee (CTS) is the consultation and reference authority aimed at supporting the Association’s choices and guidelines on the different projects. The committee, made up of at least three and at most, ten members, chosen for their proven track record in the fields of activity of the Association, is chaired by the President of the Association and appointed by the Assembly upon nomination of honorary members. The committee prepares the documentation relating to the projects and validates them in relation to the objectives of the Association.

Public contribution

Thanks to a special Agreement, the Presidency of the Council of Ministers - General Secretariat - Mission Structure for anniversaries of national interest and for the promotion of sporting events of national and international importance - provides for the transfer in favor of the Milan Center for Food Law and Policy of a contribution - from the resources referred to in Article 1, paragraph 500, of Law December 27, 2017, no. 205, bearing provisions for the formation of the "State budget for the financial year 2018 and multi-year budget for the three-year period 2018-2020" authorizing the expenditure of € 500,000.00 for each of said years, as amended by Article 28, paragraph 3-bis, of Decree Law December 30, 2019, no. 162, converted, with amendments, by Law No. 8 of February 28, 2020, authorizing the expenditure of € 500,000.00 also for each of the years 2021 and 2022 - aimed at "... strengthen activities aimed at achieving the goals that Italy has committed to in the area of sustainable development and the objectives set out in the United Nations document "Agenda 2030 for Sustainable Development," as well as for the realization of events and initiatives related to them, starting with Italy's candidacy to host the 26th session of the United Nations Framework Convention on Climate Change, and in continuity with EXPO 2015 and the Milan Charter."
